This opportunity is located within Technology Transformation Services (TTS) which is a part of Federal Acquisition Services (FAS) in the General Services Administration (GSA). TTS applies modern methodologies and technologies to improve the lives of the public and public servants. We help agencies make their services more accessible, efficient, and effective with innovative products, platforms, and services.

Role Summary:

U.S. Digital Corps - Deputy Director GS15 - GS-15

The U.S. Digital Corps USDC is a two-year fellowship for early-career technologists to launch impactful careers in public service and create a more effective, equitable government. USDC pairs early-career, mission-driven software engineers, data scientists, product managers, designers, and cybersecurity specialists with top technology changemakers in the federal government to build human-centered solutions to some of our nation’s toughest challenges. Our Fellows are the engines on projects that create change in the areas of climate, healthcare, racial equity, immigration, economic recovery, and open innovation.

The U.S. Digital Corps Deputy Director contributes to the overall program growth strategy and program design. They will lead Agency partnerships, talent acquisition for future fellowship cohorts and outreach to build the program’s brand among federal stakeholders and key decision makers government-wide. The Deputy Director is part of the USDC leadership team.

Key Objectives

Key objective #1: Supports and helps to facilitate the vision, direction and goals of the US Digital Corps.

  • Develops innovative approaches to challenging, strategic problems at the intersection of policy, process, and technology within the federal government.
  • Implements processes and standardizes functions to support the program’s growth as part of the USDC leadership team, as a Product Owner, and by advancing product management and UX design practices across assigned workstreams.
  • Creates program strategies and roadmaps supporting program goals and initiatives.
  • Leads and facilitates a cross-functional team of technology professionals, researchers, designers, practitioners, and engineers to ensure the right product, processes, or service is delivered to the right audience.
  • Identifies and implements processes to mitigate risks.
  • Sets a favorable team culture, and coaches team members on best practices as the team scales.

Key objective #2: Leads the end to end development of recruitment, outreach and communications products, processes, and services.

  • Determines and implements marketing & communication strategy to effectively reach target audiences (prospective & current Fellows, Agency partners, Stakeholders).
  • Sets vision and strategy for Outreach and oversees the USDC outreach project team including a content designer and software developer.
  • Develops the vision and strategy for recruitment of fellows in partnership with the TTS Talent team.
  • Develops the content for public/stakeholder facing outreach including social products (e.g., blog posts, social media campaigns, websites, recruitment campaigns, and application interface) to reinforce the USDC brand.
  • Manages the delivery of the announcement and rollout of key events in the annual USDC hiring cycle: application, ongoing matriculation events, cohort announcement, and Agency Partner announcement.

Key objective #3: Leads change and drives toward organizational goals by developing strong and effective partnerships internally and externally in the technical and innovation communities.

  • Expands and strengthens partnerships with key C-Suite stakeholders both in government, with a particular focus on executive leaders and leadership communities, and with external technology, academic, and innovation communities.
  • Increase awareness of the USDC program mission and service offerings in order to achieve program growth goals.
  • Regularly attends and presents at industry, federal civic technology events, roundtables and panel discussions. Acts as thought leader within the civic tech community.

Key objective #4: Leads USDC Partner Agency cultivation, selection, and ongoing partnership; expanding the USDC placement footprint and strengthening USDC’s ability to deliver on Agency talent needs.

  • Builds the end to end annual Agency Participation process including the identification of contacts, the Agency application process, project selection, and Fellow placement and match with specific Agency partners.
  • Collaborates with other TTS’ organizations (18F, CoE, Login.gov, Cloud.gov, etc.) and identifies opportunities to coordinate partner relationships and success across business units.
  • Research USDC program outcomes and partner experience to inform and develop the USDC program. Develop a value proposition and business development strategy that is rooted in customer needs and knowledge.

Basic Information

Location: Virtual (100% Remote)

Salary Range: Base salary GS-15 - $136,908 to $183,500

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. BASIC REQUIREMENTS

To qualify for this role, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service.

Specialized Experience must have been obtained in an information technology environment. Specialized experience is defined as:

  • Experience developing and articulating a vision or strategy for a technology-focused program or organization.
  • Experience leading or creating a program’s talent acquisition strategy and digital outreach/marketing practices.
  • Experience using agile methodologies, human-centered design practices, or qualitative and quantitative data to improve user outcomes in a technical environment geared towards the general public.
  • Experience leading a cross-functional team that provides or supports delivery of modern technology or digital product(s), platform(s), or service(s).
  • Experience building relationships and alignment with customers and/or stakeholders.
  • Experience presenting, demonstrating thought leadership, or contributing best practices at technology, digital or government events/conferences.
