Location: Washington, DC

Salary Range: The salary range for this position is: GS-15 Step 1 - $142,701 to GS-15 Step 10 $170,800

The salary range does include locality pay for Washington, DC. This position is not remote and is physically based in Washington, DC.

Role Summary:

Director of Agency Success - GS-15

Presidential Innovation Fellows (PIF) pairs the innovation economy’s technologists, designers, and strategists with top changemakers in the federal government for year-long residencies that build human-centered solutions to some of our nation’s toughest challenges. Our Fellows are at the table and on the ground, working on projects that improve data sharing across the healthcare ecosystem, combat climate change with AI, and support veterans through mobile technology among many other impactful technology initiatives.

As a Director of Agency Success with the Presidential Innovation Fellows (PIF), you will lead agency partnerships for the PIF program, deepen customer relationships and retain clients by balancing their needs with budget, innovation, and long-term growth potential. The Director will focus on four key objectives:

Key Objectives

Key objective #1: Fellow Development

  • Leading and managing a team of 10+ Fellows.
  • Mentor Fellows and help them navigate the federal government, including the broader TTS and GSA ecosystem.
  • Ensure agency needs are met on time by setting clear timelines, measurable objectives and accountability with the PIF fellows.
  • Actively drive issue resolution to ensure client/agency satisfaction.
  • Support a safe, inclusive workplace and a positive team culture in which all team members value diversity and individual differences.

Key objective #2: Account Management

  • Lead account management with agency partners for the PIF program.
  • Serve as representative of the PIF program to external agency partners.
  • Research organizations and individuals before calls to find new opportunities.
  • Increase the value of current agency partners while attracting new ones.
  • Measure and track customer success and impact at agency partners through customer loyalty surveys and regular touch points.

Key objective #3: Customer Success

  • Drive a culture of experimentation and innovation across federal government through best-in-class agency onboarding, in partnership with the Director of Events.
  • Enable agency success through regular check-ins, skill-building, and best-in-class customer relationship management.
  • Establish and maintain trusted relationships.
  • Track customer feedback; this includes overseeing surveys and reporting customer experience metrics to PIF and TTS leadership.
  • Help the PIF program and TTS achieve cost recoverability by meeting project targets.

Key objective #4: Agency Partnerships

  • Lead agency partnerships for the PIF program in coordination with TTS business development team, including responding to inbound leads and developing, maintaining and deepening relationships with current agency partners through responsive and proactive touch points.
  • Assess, create and maintain partner-program business development collateral, including one-pagers, executive summaries, and decks in partnership with Marketing & Outreach.
  • Work with Marketing & Outreach to develop a value proposition that is rooted in customer needs and knowledge.
  • Coordinate with the PIF Director of Events to provide thought leadership and value to current agency partners and engage potential future partners.
  • Meet potential clients to establish rapport and arrange meetings. Develop quotes and proposals for clients. Consistently provide accurate strategic pipelines forecasts of deals on a monthly, quarterly, and annual basis in coordination with the TTS strategic partnerships team.
  • Provide meeting due-diligence work in advance of specific meetings and events, including development of agency prospects list, advance briefing materials, agenda creation, and in-meeting note taking and coordination of follow-up activities. Coordinate these efforts with TTS strategic partnerships team.
  • Collaborate with other TTS’ organizations (18F, CoE, Login.gov, Cloud.gov, etc.) and identify opportunities to coordinate partner relationships and success across business units.
  • Develop relationship management as brand building: scope and identify most impactful projects, working with Dir. of Marketing & Outreach to source and champion case studies; develop program pitch and train team members on how to deliver pitch to the federal market.
  • Provide limited competitive market intelligence deliverables, as directed by needs of the PIF Director.

Salary Range: Base salary GS-15 - $142,701 to $170,800

Job Summary

This is a Schedule A position under 5 CFR 213.3102(r) to hire unique technical skills to develop innovative digital tools and services in the Excepted Services, US Digital Service 18F Fellowship Program. The 18F office is charged with developing innovative digital tools and services and uses lean startup and agile development principles to collaborate with other agencies to fix technical problems, build products, and improve how government serves the public through technology.

As an Innovation Specialist, the team member serves the government and makes an impact on a massive scale. The position requires that fellows perform work of an exceptional degree of difficulty across a wide range of topics at the convergence of technology, policy, and delivery. The incumbent leverages their experience deploying high quality, user centric platforms and services to lead major initiatives, consult on systems and policy proposal, and provide technical, policy, and programmatic guidance to government.

This position is located within the General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Service (TTS), Office of 18F.

Duties

Typical duties for the fellow include but are not limited to: Conceiving/recommending projects/studies to advance the state of the art in the specialty area; applying forward­ thinking design and development principles to product or services development, delivery and program management, such as lean startup, user­centered design, and agile development; Analyzing and scoping the technical and policy requirements needed to implement complex digital solutions; Assessing the state of digital services provided by the Federal Government, and working to align strategies and practice; conferring with key government/private officials and top experts in the field, representing the agency at technical symposia and/or conferences; Developing authoritative papers/reports; developing and leading adoption of government­wide standards for digital services, leading to their adoption across citizen and business­facing government services; Demonstrating thought leadership and contributing best practices in a variety of technologies and principles; Contributing to a talent strategy that includes recruiting innovators and entrepreneurs to participate in solving complex and esoteric challenges.

Qualifications

To qualify for this role, you must have one year of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is:

  1. Experience managing 10+ people across different functions

  2. Experience leading account management and or partnerships for a public or private sector organization

  3. Experience contributing to high growth opportunities, either organically or from inbound sales leads

  4. Experience building relationships with customers or partners to help them understand a user centered, iterative approach to problems and building solutions

  5. Experience negotiating and presenting to potential clients, partners, stakeholders and or C-Suite executives

  6. Experience navigating complex bureaucratic organizations to discover key decision makers and stakeholders

  7. Experience with program management including managing and executing on multiple projects simultaneously
