Role Summary:

Director - Senior Executive Service

The Centers of Excellence (CoE), part of GSA/TTS works directly with federal agencies to identify their needs, make recommendations, and implement modernization solutions. Each of the Centers is staffed with leads who provide authoritative advice, experienced mentorship, and IT transformation services to improve service design and customer interactions across major federal government organizations. Each of the Centers has an area of expertise: cloud adoption, IT infrastructure optimization, customer experience, contact centers, and artificial intelligence/data analytics.

As the Director of the Centers of Excellence, you will serve as an expert in technology transformation and provide leadership, direction, and guidance to ensure the successful implementation of milestones and goals, and fulfill the commitments of the CoE. You will manage and oversee the high- level functions performed by each of the Centers. The Director of the CoE represents GSA on major CoE activities and initiatives regarding federal IT modernization efforts with other agencies. You will provide guidance on how to effectively and efficiently advise, consult, develop, and implement solutions to support these efforts.

Key Objectives

Key objective #1: Determines CoE’s strategic direction and vision, including the overall planning, management, execution, and direction of the program.

  • Ensures proper oversight and develops and implements performance measures that link CoE operations to goals and objectives, including overall cost recoverability.
  • Develops innovative approaches and alternative solutions to solve problems associated with technology infrastructure transformation within the federal government.
  • Serves as a top-level advisor and consultant to the Deputy Commissioner of TTS and the GSA Administrator with respect to CoE.
  • Provides advice and consultation on policies, plans, and practices that may result in government-wide impact and growth.
  • Utilizes current business data to forecast resource goals and plan for the supply and demand cycle of hiring to meet internal organization and client objectives.

Key objective #2: Builds and maintains effective internal and external working relationships with federal agencies, management, municipal and state agencies, and high-level officials in the public, not-for-profit and private sectors to address issues of mutual interest.

  • Serves as the chief ambassador of the CoE program through presentations, speeches, articles for publication. Identifies, reviews and collaborates on blog posts, articles and journals to highlight transformation and business performance across CoE, TTS and GSA.
  • Drive CoE growth/impact through relationships within federal government and with industry
  • Mature the program using financial and planning tools.
  • Builds strategies for how best to engage with GSA officials and other agencies in order to carry out CoE goals, planning, and acquisition initiatives that have implications for the entire government..
  • Acts as thought leader/subject matter expert on digital innovation and technology transformation within the federal government.

Key objective #3: Provides executive leadership and Equal Employment Opportunity responsibility.

  • Leads, mentors and manages CoE’s division directors.
  • Empowers employees to develop through two-way communication, cooperation and teamwork.
  • Furthers the diversity of CoE via recruitment, hiring, training, giving awards, and active participation with Employee Resource Groups to build an inclusive, equitable and diverse workplace.

CONDITIONS OF EMPLOYMENT:

This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved. If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status. Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position. If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service. Veteran’s preference does not apply to positions in the Senior Executive Service.
If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978. This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.

Qualifications
