Role Summary:

Director - GS-Senior Executive Service

18F is an office within the General Services Administration (GSA) that partners with federal agencies to build and buy digital services that improve the public’s experience with government services. Composed of a team of 100+ experienced, mid to senior-level cross-functional tech consultants who enable and empower federal, state and local agencies to design, develop, buy, and deploy human-centered technological solutions— meeting users’ expectations and urgent mission needs now, not years from now.

The Director of 18F oversees this federal employee digital consultancy whose mission is to improve the lives of the public and public servants by transforming how the government uses technology. You will lead and direct the company’s operations and give strategic guidance to ensure that the company achieves its mission and objectives. The work involves not only advocating for an iterative, human-centered approach to building and buying software, but also running the cost-recoverable organization as a business. You will ensure 18F is constantly moving towards fulfilling its short-term and long-term objectives and does not diverge from its strategic guidelines.

Sometimes this looks like short-term help:

  • Developing actionable modernization roadmaps and a plan to prioritize and implement them
  • Building or redesigning websites, products, platforms or tools to better meet the needs of partners and the public
  • Using small and modular contracts to de-risk procurement and better manage vendors

Key Objectives

Objective #1: Determines 18F’s vision, strategic direction, objectives and goals, including the overall planning, management, execution, and direction of the program.

  • Ensures proper oversight and develops and implements a system for performance measures that links operations to goals and objectives, including overall cost recoverability.
  • Develops innovative approaches and alternative solutions to solve problems associated with digital services delivery within the federal government.
  • Serves as a top level advisor and consultant to the Deputy Commissioner, TTS and the GSA Administrator with respect to the 18F program.
  • Provides advice and consultation in the development of policies, plans, and practices that may result in government-wide impact and growth
  • Utilizes current business data to forecast and plan for the supply/demand of hiring and resource goals to meet internal organization and client objectives.

Objective #2: Builds and maintains effective internal and external working relationships to address issues of mutual interest with federal agencies, top agency management, municipal and state agencies, foreign governments, subject matter experts, industry and other high level officials across public, not-for-profit and private sectors.

  • Chief ambassador of the 18F program and associated projects to appropriate audiences through speeches, presentations, articles for publication, newsletters; identifies, reviews and collaborates on blog posts, articles for trade journals, scholarly journals and periodicals to highlight transformation and business performance across 18F and TTS.
  • Builds a communication and relationship strategy on how best to engage with GSA officials and other agencies and departments in order to carry out 18F strategy, planning, and acquisition initiatives that have government-wide implications.
  • Collaborates with federal agencies on relevant projects, policies, and initiatives.
  • Acts as thought leader/subject matter expert on digital innovation and technology transformation within the federal government.

Objective #3: Provides executive leadership and EEO responsibility.

  • Manages 18F’s division directors, providing leadership and mentoring.
  • Fosters the development of employees through empowerment, two-way communication and facilitates cooperation and teamwork.
  • Furthers diversity within 18F via recruitment, hiring, training, awards, and active participation with Employee Resource Groups, resulting in an inclusive, - equitable and diverse workplace.

Salary Range: Base salary GS-Senior Executive Service - $132,552 to $183,300

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. CONDITIONS OF EMPLOYMENT:

This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved. If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status. Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position. If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service. Veteran’s preference does not apply to positions in the Senior Executive Service.
If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978. This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.

Qualifications
