Location: Full time, Virtual (Location Negotiable After Selection, US)

Salary range: The salary range for this position is: GS-15 Step 1 - $131,178 to GS-15 Step 10 $176,300

Your salary, including base and locality, will be determined upon selection, dependent on your actual duty location.

Role summary

The Office of Acquisition (OA) is passionate about TTS’ mission to design and deliver a digital government with and for the American public. The Oversight Branch Chief has leadership/supervisory responsibilities for the Oversight Branch and leads the branch in determining best acquisition practices, lessons learned, and aids the procurement analysts in developing internal controls for OA. This role is part of the OA management team and assists the director in establishing and maintaining a robust acquisition team. The overall goal for this role is to improve the quality of OA’s work.

Key Objective 1: Lead an innovative group of Procurement Analysts

  • Manages and supervises staff team.
  • Responsible for all supervisory functions including but not limited to: hiring, training and development, performance plans and evaluations, recognition, promotions, counseling and discipline, leave approval, time cards, end of month reporting, travel or other status-change decisions,etc.
  • Develops performance standards and evaluates the performance of subordinates.
  • Advises, counsels or instructs employees.
  • Ensures balanced workload across the Branch. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to staff based on priorities, and consideration of the difficulty and requirements of assignments.
  • Interviews candidates for positions in the branch; recommends appointment, promotion, or reassignment to such positions; and finds ways to improve production or increase the quality of the work directed.
  • Provides an opportunity for subordinates to express ideas, opinions, suggestions, and concerns as well as fosters a participatory work environment.
  • Establishes short and long term training goals with employees for their IDP that will help the individual grow professionally, work towards new certifications (or keep certifications in a valid standing) and develop skills that will bring value to TTS.

Key Objective 2: Provides acquisition expertise

  • Provides expert advice on procurement matters including contract documentation, policy questions, legislation issues, and congressional inquiries impacting contracting matters.
  • Leads audits of high dollar value, complex, long range, and/or sensitive procurements, ensuring accuracy and compliance and translating lessons learned into policy recommendations.
  • Develops and monitors acquisition policies, procedures, and management concepts pertaining to the procurement of digital products and services, government-wide.
  • Assists others in creating overarching acquisition program plans, policies, and procedures.
  • Participates in government-wide efforts focused on building a proficient digital acquisition workforce.
  • Serves as a senior project leader and expert procurement analyst in work groups that are assigned projects for digital technology acquisition, procurement policy, and acquisition career management government. Such work includes developing changes to the Federal Acquisition Regulations (FAR), Tech FAR, General Services Administration Acquisition Manual (GSAM), Acquisition Letters, and/or other policy directives or guides pertaining to the acquisition workforce.
  • Conducts highly technical briefings, presentations, and/or provides training to federal, state, local governments and industry audience
  • Ensures that all work of the Branch team complies with legal, regulatory, and agency requirements.
  • Oversees the warrant and training certification program, reviews and responds to any workforce related policy questions.
  • Actively participates with the Director in annual budget preparation and execution, and manages programs within budget.
  • Serves as an advisor to the Director and senior level managers on acquisition and program issues that may arise and recommends viable solutions.

Qualifications

To qualify for this role, you must meet the information stated below which is located within the DHA hiring announcement, of which all interested candidates must apply for consideration (see Submission Requirements).

You must meet the requirements in 1, 2, or 3 below:

  1. All of the following: (a) Completion of Training listed in Level I & II of FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor’s degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
  3. Waiver: GSA’s senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

SPECIALIZED EXPERIENCE: In addition to the basic requirement stated above, you must have one year of specialized experience at or equivalent to work at the next lower grade level of the position to be filled.

Experience that includes planning and evaluating programs and operations; overseeing the organization’s technical and managerial activities relating to the contracting function; or ensuring that agency regulation and guidance implement statutory requirements and sound policies across the entire spectrum of procurement; overseeing the development, implementation, and communication of policies that directly affect the terms and conditions in contracts, and providing the competencies necessary to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies, services, or construction associated with an organization.
