Opportunity Overview

This opportunity is located within Technology Transformation Services (TTS) which is a part of Federal Acquisition Services (FAS) in the General Services Administration (GSA). TTS applies modern methodologies and technologies to improve the lives of the public and public servants. We help agencies make their services more accessible, efficient, and effective with innovative products, platforms, and services.

Role Summary

The PIF Deputy Director is a primary advisor to the PIF Executive Director (ED) on all matters pertaining to the PIF program. Advises and assists the ED in program planning, impact assessment, management, and policy development for the PIFs and agency engagement and interagency collaboration, human resources, budget, and other program areas. The Deputy also advises and drives the execution of the PIF program strategy including program development, implementation of operating procedures, practices and management controls. The Deputy represents and speaks on behalf of the PIF ED on program initiatives. The PIF Deputy Director is a second line supervisor.

Key Objectives

1. Enable PIF program delivery and impact measurement

  • Designs, develops and oversees the infrastructure and modernization of the PIF operation to promote transparency and a data driven approach to decision making and define continuous improvement practices on the program business model.
  • Identifying and removing barriers to achieving the desired change, developing an operational roadmap, and maintaining high-quality, strong program delivery.
  • Develops, designs and oversees operational practices in the interest of supporting consistent quality and ensuring successful fellow and agency experiences.
  • Develops and executes against policies, plans, and initiatives to ensure effective impact and continual development of the PIF program.

2. PIF strategic efforts

  • Manages high-level expectations, milestones, and strategies to ensure the success and excellence of the PIF program and operations.
  • Develops innovative approaches and alternative solutions to strategic problems involving policy, process, and technology within the federal government.
  • Oversees the design and development of the PIF Fellowship and Agency experience.
  • Builds and nurtures a data driven culture within the PIF team to effectively deliver against program needs.
  • Assists in the design and development of a robust program impact assessment roadmap.

3. Relationship building and program management

  • Collaborates with TTS’s strategic partnerships unit to connect with government leaders and others in the civic technology space.
  • Builds and maintains relationships with other federal agencies, top agency management, municipal and state agencies, and subject matter experts spanning public and private sectors.
  • Promotes PIF value proposition and builds understanding and relationships with federal agencies in collaboration with the Director of Agency Success and with the Director of Events and Community for external partnerships within civic tech and beyond.
  • Collaborates with other parts of TTS and government agencies to expand the impact, potential, and strategic leverage of the PIF program.

4. Values, practices, and operational health

  • Works efficiently and effectively within PIF and TTS to build relationships and be inclusive.
  • Leads, manages, and mentors PIF personnel with a focus on furthering diversity, equity, and inclusion efforts.
  • Contributes to PIF and TTS resources and materials.
  • Celebrates PIF leadership successes and program fellows skills and successes.

Basic Information

Location: Washington, DC

Salary Range: The salary range for this position is GS-15 Step 1 $155,700 to GS-15 Step 10 $183,500 for the DC locality

Your salary, including base and locality, will be determined upon selection, dependent on your actual duty location.

Job Title: Presidential Innovation Fellows (PIF) Deputy Director

Work schedule: Full time

Appointment Type: Permanent hire. This is not a term limited opportunity. Applicants who are selected for this opportunity will have career conditional status in the federal government for their first three years of employment and transition to career after three years. This means you will be a permanent federal employee with no expiration date.

Employment Requirements

  • Serve a one year trial period, if required
  • Undergo and pass a background investigation. You must be granted this clearance before you can start the job

BASIC REQUIREMENTS
Have IT-related experience demonstrating EACH of the four competencies listed below:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

AND To qualify, your resume must demonstrate at least one (1) year of specialized experience at GS-14 level (or equivalent). Specialized experience is defined as:

  • Experience developing, communicating and implementing a vision or strategy for a technology-focused program or technology-focused organization aligning customer or stakeholder needs to solutions
  • Experience facilitating and leading cross-functional teams that provides or supports delivery of modern technology or digital product(s), platform(s), or service(s)
  • Experience developing and managing program plans, monitoring activities through performance indicators, and facilitating resources to mitigate risks, making improvements and/or resolving unforeseen problems
  • Experience building and stewarding relationships and alignment with customers and/or stakeholders
  • Experience managing a team of supervisors who manage the overall team (i.e. multiple levels of management/supervisor)
