Salary Range: The salary range for this position is: GS-13 Step 1 - $92,143 to GS-13 Step 10 $146,120

Your salary, including base and locality, will be determined upon selection, dependent on your actual duty location.

Role Summary:

Sourcing Strategist - GS-13

As a Sourcing Strategist on the Talent Team, you will be a critical strategic driver in the Technology Transformation Services’ (TTS) ability to meet its needs, as well as its ability to reflect the diversity of the people we serve. You will build strong pipelines of diverse talent at all levels, from a wide range of disciplines including: design, engineering, product management, business operations and executive leadership. You’ll work closely with hiring managers to implement targeted attraction strategies, and you’ll also ensure that all of the candidates that you engage with have a positive experience.

Key Objectives

Key objective #1: You’ll find highly qualified candidates to meet the hiring needs of technical roles across the organization.

  • Work closely with Recruiters and hiring managers to deeply understand requirements of various roles and how they fit into the organization
  • Develop and execute fully comprehensive sourcing plans, analyzing requirements to determine target profile needs and matches
  • Manage sourcing for multiple, complex searches, creating and advising on innovative sourcing strategies
  • Develop inclusive sourcing strategies to target under-represented talent and use innovative sourcing solutions to identify hidden candidate pools
  • Source talent using a variety of tools, including boolean search and maintain a high volume, consistent, and quality pipeline easily shared across talent team

Key objective #2: You’ll engage passive talent in meaningful, authentic ways and will ensure every candidate has a positive experience.

  • Attract engaged, civic-minded folks and often passive candidates through strategic outreach techniques, communication and social media posts by demonstrating and sharing the story of our people, the work we do, and why it matters
  • Act as a true ambassador for TTS, representing and delivering our message through one-on-one conversations, on social media channels, written communication and by delivering candidate information sessions
  • Generate high-impact, tailored content for outreach materials, presentations, and communications; find ways to meaningfully connect with candidates
  • Share your passion for the incredible impact that digital solutions, platforms, and products can have on the civic space — and ultimately, on the American public

Key objective #3: You’ll develop and build a data-driven approach to creating and improving sourcing processes for the Talent Team.

  • Cultivate deep knowledge of talent, technology and industry trends
  • Diligently maintain sourcing data and track overall effectiveness of sourcing campaigns and relatable metrics
  • Utilize data and metrics to continuously improve your sourcing strategy and approach and to analyze impact
  • Advocate for experimentation and trying new approaches to improve results
  • Teach and mentor Talent Team on sourcing best practices

Salary Range: Base salary GS-13 - $92,143 to $146,120

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Employment Requirements

  • Serve a one year trial period, if required

Qualifications

All applications will be reviewed by a panel of subject matter experts against a scoring rubric created for this role. In order to properly be able to evaluate your previous experience, we recommend being as detailed as possible in your resume and following our general guidance on creating federal style resume.

To qualify for this role, you must have one year of specialized experience equivalent to the GS-12 in the Federal service.

Specialized experience must have been obtained in an information technology environment and is defined as experience:

  • Creating sourcing strategies for a technology organization’s talent acquisition program;
  • Training and mentoring recruiters on strategic sourcing methods;
  • Sourcing candidates for technology positions (software developers, user experience designers, product managers) using advanced Boolean logic search strings and -X-Ray search applied to different mediums such as LinkedIn and Twitter;
  • Experience developing and implementing sourcing strategies to reach underrepresented candidates in support of organizational DE&I efforts;
  • Experience crafting, testing, and iterating on / reformulating compelling candidate outreach messaging:
  • Maintaining sourced candidate data in spreadsheets or a candidate database equivalent. Experience must include reporting out on metrics related to outreach response rates, conversion of passive to active candidate rates, success rate of various candidate sources (i,e. job boards or events) or percentage of sourced candidates that convert to hires
