Role Summary:

TTS Deputy Director - Senior Executive Service

The TTS Deputy Director (“Deputy”) is the primary advisor to the Deputy Commissioner/Director (“Director”) on all matters pertaining to TTS programs, products, and services. The Deputy serves, in the Director’s absence, as GSA’s senior executive for overall TTS management and all matters pertaining to TTS programs and products, including delivery services, product development, policy development, and implementation of operating procedures, practices and management controls. The Deputy represents and speaks for the Director on TTS initiatives and services with senior GSA officials, other top-level executives from public and private industry, federal agencies, Congressional representatives, the news media and other public media outlets.

Key Objectives

Key objective #1: Enable delivery by TTS programs, products, and services

  • Serve as the most senior executive accountable for delivery of TTS’s public digital services, technology community building, and research and development.
  • Develop and design organizational structures and practices to enable delivery by individual business units under the Deputy’s management.
  • Develop and execute against policies, plans, and initiatives to ensure effective growth, continual development, and sustainment of TTS’s programs, products, and services.
  • Identifying and removing barriers to achieving the desired change, developing an operational roadmap, and maintaining high-quality, strong delivery.

Key objective #2: Support the development and execution of TTS strategic efforts

  • Manage high-level roadmaps, expectations, milestones, and strategies to ensure the success and excellence of TTS.
  • Coordinate across organizational boundaries within GSA and other federal agencies to identify opportunities and strategic leverage for TTS.
  • Nurture a learning culture within TTS that emphasizes user research, service design methods, and data to more effectively deliver against the real needs of all users.

Key objective #3: Relationship building

  • Speak at conferences and events to connect with government leaders and others in the civic technology space.
  • Ensures product teams are co-designing with state and local governments, tribal nations, and community-based organizations (CBOs) supporting historically-marginalized communities and people with disabilities.
  • Evangelize TTS’s value, and build understanding and relationships with federal CXOs.
  • Collaborate with other parts of GSA and other government agencies to expand the impact and potential of TTS’ products and services.

Key objective #4: Advise the TTS Director, leadership and the organization to support TTS’s values, practices, and organizational health

  • Work to strengthen TTS as a whole and continue to break down silos.
  • Continually promote TTS’s ways of working by making a strong case for iterative, user-centered design on projects.
  • Demonstrate an ability to say no judiciously and respectfully while providing direction to suit the situation.
  • Work efficiently and effectively in our distributed culture. Look for ways to build relationships and be inclusive.
  • Show thoughtful conflict-resolution and mediation skills.
  • Contribute to team-wide reusable resources and materials.
  • Celebrate TTS members’ skills and successes.

CONDITIONS OF EMPLOYMENT:

This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved. If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status. Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position. If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service. Veteran’s preference does not apply to positions in the Senior Executive Service.
If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978. This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.

Qualifications

OR

(2) a certificate of completion from an OPM-approved SES Candidate Development Program (SES CDP). NOTE: This applies only if your ECQ’s have been approved by an OPM Qualifications Review Board (QRB) through the SES CDP.
