Salary range: GS-15 ($136,908 to $183,500)

Role summary

The People Operations team at Technology Transformation Services (TTS) owns the relationship and experience with staff and supervisors for all things talent (other than hiring) starting when an employee comes on-board through an employee off-boarding. They are experts in people related policy, regulations and bureaucratic requirements; in particular as it relates to the information technology field. They partner with GSA Office of Human Resources Management (OHRM) to provide additional support that’s needed to meet the requirements of hiring and working within the federal government. Moreover, they seek to create an environment where our people can focus on the work that matters, one where our people spend as little time as possible thinking about the mundane details of working (compensation, benefits, moving, etc.) and make sure they have everything they need to do great work.

As the People Operations Director, you will partner with GSA OHRM and provide strategic guidance to areas of TTS Business Operations including performance management, events and training management, travel, personnel action requests, leave and time management, purchasing, career progression frameworks and supervisor training and development. You will work with team members in these areas and ensure that they have the support that they need to deliver. You will partner with GSA OHRM to help unblock roadblocks, interpret policy and lead strategically. Success in this role will require strong collaboration, experience navigating complex problems and systems and an ability to lead with trust.

Due to the nature of the work done by TTS, strong technology experience is highly preferred.

Key objectives

1. You will create more scalable and automated people operations processes, tools and systems for TTS

  • Ensure management controls and compliance with GSA OHRM policy and oversee functions including TTS capacity management, performance management, employee travel, events, training and conference request, micropurchases, organizational audits (including OGE450), employee onboarding and offboarding, telework and full time telework agreements, career progression framework, timekeeping, and non recruit personnel action requests.

  • Analyze implementation of innovations in people operations operational matters, ensuring that TTS continues to develop and employ best in industry practices, and apply the most effective methodologies and technologies in support of modernizing the federal government.

  • Build automated tools to automate flow of talent data and work systems; create custom tools in Google environment using custom scripts, formulas, pivot tables (i.e. employee travel estimator, newcomer tracker and event and training dashboards).

  • Mitigate employee questions and confusion by creating custom process guides to enable employees to more easily navigate complicated and complex processes including creating and updating telework agreements, preparing for employee offboarding and creating performance plans based on GSA OHRM recommendations.

2. You will provide coaching, mentorship, and professional development opportunities; support employee well-being of People Operations team

SPECIALIZED EXPERIENCE REQUIREMENTS:

To qualify, you must have one (1) year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is defined as follows:

  • Experience supervising and leading a people operations team within a technology organization
  • Experience creating or developing processes in areas of strategic people operations with at least 3 of the following: performance management, career progression, organizational audits, team member development and training, employee travel, time keeping, conference requests, and/or onboarding/offboarding talent.
  • Experience using agile frameworks or iterative methodologies (e.g. scrum, kanban, lean startup, service design, etc.) to increase efficiencies or design a work process.
  • Experience translating an organization’s business strategy into an actionable people operations strategy with measurable results (i.e. process automation, increased scalability, smarter work systems, etc.).
  • Experience working with Human Capital Management Systems to create custom reports, dashboards and/or automated tools using scripts, formulas or pivot tables.
  • Experience advising and partnering with executive level stakeholders on people operations strategy across a remotely distributed or bureaucratic technology organization.
