Location: Virtual (100% Remote)

Salary Range: The salary range for this position is: GS-15 Step 1 - $131,178 to GS-15 Step 10 $176,300

Your salary, including base and locality, will be determined upon selection, dependent on your actual duty location.

Role Summary:

U.S. Digital Corps Director - GS-15

The U.S. Digital Corps (USDC) is a two-year fellowship that pairs early-career, mission-driven software engineers, data scientists, product managers, designers, and cybersecurity specialists with technology changemakers in the federal government to build human-centered solutions to solve our nation’s toughest challenges. Fellows are the engines on projects that drive innovation in the areas of climate, healthcare, racial equity, immigration and economic recovery.

The USDC Director strategically leads the fellowship program, designing and driving USDC program strategy, growth, and execution. This is a unique and exciting opportunity to empower the next generation of technology leaders to launch careers in public service. You will continue to build and shape on an already successful model for the future fellows. This is a senior leadership, supervisory, remote/virtual, permanent position for the US Federal Government/GSA/TTS.

Key Objectives

Key objective #1: Build critical government-wide partnerships and collaborations.

  • Create growth opportunities for USDC to increase agency partnerships and facilitate strategic initiatives to grow Digital Corps to ensure its continued success and momentum.
  • Regularly collaborate with federal agencies on projects, policies, and initiatives and navigate complex bureaucracy and lead stakeholders through change.
  • Represent the USDC program with TTS leadership, stakeholders, including members of the White House, Congress, government officials, members of special interest groups, the media, at conferences and with the general public.
  • Build relationships across the government to understand business and technology needs for potential USDC placement.

Key objective #2: Provide leadership in two or more of the following areas, while maintaining competence in other key discipline skills:

Ensure continued technical or program excellence by leading in two or more of the following areas:

  • Operations: Focus on processes and measures that support creating consistent quality and ensure smooth operations.
  • Program Research: Thoughtfully explore problems and evaluate possible solutions (i.e. policy) using critical thinking and hands-on qualitative or quantitative research skills.
  • Program Administration: Identify funding sources and maintain annual profit and loss statements/budget. Manage and execute program interagency agreements.
  • Learning & Development Programming: Devise high-level planning, execution, and on-going management of the Learning and Development content lifecycle to support fellow professional development.
  • Fellow Experience: Develop end to end fellow experience starting from application, to engagement/in-program support, to offboarding and conversion into permanent roles.
  • Information architecture: Organize and structure complex information to help diverse audiences easily find what they need.

Key objective #3: Lead, manage, supervise and mentor USDC personnel with a focus on furthering diversity, equity, and inclusion efforts.

  • Develop the entire fellow experience from application, to in-program support, to offboarding and potential conversion into permanent roles.
  • Drive recruitment efforts for USDC cohorts and further diversity by ensuring equal opportunity in recruitment, selection, training, awards and assignments.
  • Conduct and document performance plans and development plans for direct reports (first-line fellow supervisors and front office staff). Clearly communicate expectations, initiate difficult conversations and/or possible corrective actions.
  • Maintain a work environment of respect, diversity, equity, inclusion, accessibility, mutual support, flexibility, collaboration, continuous learning, and commitment to customer / partner needs. Ensure all perspectives are valued and included. Uphold TTS values of inclusion, integrity, and impact.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify for this role, you must have one year of specialized experience equivalent to the GS-14 in the Federal service.

Specialized Experience must have been obtained in an information technology environment. Specialized experience is defined as:

  • Experience leading a cross-functional team that provides or supports delivery of modern technology or digital product(s), platform(s), or service(s).
  • Experience managing and overseeing project plans, monitoring activities, and facilitating resources to mitigate risks, making improvements and/or resolving unforeseen problems.
  • Experience building relationships and alignment with customers and/or stakeholders.
  • Experience managing and developing early career employees.
