Salary range: GS-15 ($143,736 to $191,900)

Your salary, including base and locality, will be determined upon selection, dependent on your actual duty location. Please note the maximum salary available for the GS pay system is $191,900. Role summary

18F is a division of the Office of TTS Consulting within the General Services Administration (GSA) that works to design, build, and buy digital services that improve the public’s experience with government services.
The Director of 18F oversees a group of 100+ experienced, mid to senior-level cross-functional technology and design experts, whose mission is to improve the lives of the public and public servants by transforming how the government uses technology. As Director, you will lead and direct the office’s operations and give strategic guidance to ensure that it achieves its mission and objectives. The work involves not only advocating for and delivering on an iterative, human-centered approach to building and buying software, but also collaborating with federal, state, local, territorial, and tribal partners to improve service delivery across agency boundaries . You will ensure 18F is fulfilling its short-term objectives while identifying and moving toward long-term objectives through a period of dynamic change.

Key objectives

1. Serves as a member of, and collaborates with, the TTS Consulting Leadership Team to determine 18F’s vision, strategic direction, objectives and goals, including the overall planning, management, execution, and direction of the program.

  • Ensures proper oversight of the 18F engagement portfolio and business operations, and develops/implements a system for performance measures that links engagement outcomes and business operations to goals, objectives, and overall impact

  • Develops innovative approaches and alternative solutions to solve problems associated with digital services delivery within the federal government

  • Serves as a top-level advisor and consultant to the Assistant Commissioner and Deputy Assistant Commissioner for TTS Consulting, and the Deputy Commissioner, FAS/TTS Director

  • Provides advice and consultation in the development of policies, plans, and practices that may result in government-wide impact and growth

  • Utilizes current business data to forecast and plan for the supply/demand of hiring and resource goals to meet internal organization and partner objectives

2. Builds and maintains effective internal and external working relationships to address issues of mutual interest with other federal agencies, top agency management, municipal and state agencies, subject matter experts, industry and other high level officials in the public, not-for-profit and private sectors.

  • Chief ambassador of the 18F program and associated projects to appropriate audiences through speeches, presentations, articles for publication, newsletters; identifies, reviews and collaborates on blog posts, articles for trade journals, scholarly journals and periodicals to highlight transformation and business performance across 18F and the Office of TTS Consulting

  • Collaborates with the Assistant Commissioner and Deputy Assistant Commissioner for TTS Consulting to build a communication and relationship strategy on how best to engage with GSA officials and other agencies and departments in order to carry out 18F strategy, planning, and acquisition initiatives that have government-wide implications

  • Collaborates with federal agencies on relevant projects, policies, and initiatives

  • Acts as thought leader/subject matter expert on digital innovation and technology transformation within the federal government

  • Identify potential partners and enable generation of viable business development leads

3. Provides executive leadership and Equal Employment Opportunity responsibility.
